Convention on the Protection of the Neural Noetic Network

On Cognitive Sovereignty, Collective Intelligence, and Ethical Stewardship of Emerging Technologies


PREAMBLE

The States Parties to this Convention,

Recognizing that the dignity, autonomy, and well-being of the human person depend upon the integrity of neural, cognitive, psychological, relational, and meaning-making processes,

Acknowledging advances in neuroscience, psychology, systems science, artificial intelligence, and communications technologies that increasingly affect human cognition, behavior, identity, and collective intelligence,

Affirming that intelligence is not solely individual or biological in nature, but is distributed across social, cultural, technological, and planetary systems,

Concerned that unregulated manipulation of information, behavior, attention, and meaning poses risks to mental health, democratic governance, peace, and social cohesion,

Recalling the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, and other relevant international instruments,

Recognizing the Neural Noetic Network framework developed by EyeHeart Intelligence.Life, founded by Katie Lapp, as a systems-level model describing the interdependence of neural, cognitive, noetic, relational, and technological dimensions of intelligence,

Determined to establish shared principles, obligations, and mechanisms for the protection of cognitive sovereignty and collective intelligence,

Have agreed as follows:


Article 1 — Definitions

For the purposes of this Convention:

  1. Neural Noetic Network refers to the interconnected system comprising: (a) biological neural processes,
    (b) cognitive and symbolic structures,
    (c) noetic fields of meaning, values, intention, and consciousness,
    (d) relational, social, and cultural dynamics, and
    (e) technological and institutional extensions of intelligence.

  2. Cognitive Sovereignty means the right of individuals and populations to maintain autonomy, integrity, and freedom of thought, perception, belief, and meaning-making without coercive, deceptive, or non-consensual interference.

  3. Noetic Integrity means the protection of meaning systems, values, conscience, and experiential knowing from manipulation, degradation, or weaponization.

  4. Emerging Intelligence Technologies include artificial intelligence systems, algorithmic behavioral systems, neurotechnologies, persuasive technologies, and information architectures capable of influencing cognition, emotion, or behavior at scale.


Article 2 — Purpose and Scope

  1. The purpose of this Convention is to: (a) protect the integrity of the Neural Noetic Network,
    (b) safeguard cognitive sovereignty and noetic integrity,
    (c) promote ethical development and use of intelligence technologies, and
    (d) strengthen collective intelligence in service of peace, health, and sustainable development.

  2. This Convention applies to actions undertaken by States Parties, public institutions, private entities, and non-state actors within their jurisdiction that materially affect neural, cognitive, psychological, or noetic systems.


Article 3 — Fundamental Principles

States Parties shall be guided by the following principles:

  1. Human Dignity and Autonomy — Intelligence technologies shall respect the inherent dignity and autonomy of all persons.
  2. Informed Consent — No intervention affecting cognition or behavior shall occur without free, prior, and informed consent, except as permitted under international human rights law.
  3. Non-Manipulation of Meaning — Meaning systems shall not be weaponized for coercion, domination, or social destabilization.
  4. Precautionary Principle — Where impacts on the Neural Noetic Network are uncertain, protective measures shall be prioritized.
  5. Collective Responsibility — States share responsibility for safeguarding global intelligence ecosystems.

Article 4 — Protection of Cognitive Sovereignty

  1. States Parties shall take legislative, administrative, and educational measures to protect individuals and communities from: (a) coercive cognitive influence,
    (b) deceptive behavioral manipulation,
    (c) non-consensual psychological or neurological interference.

  2. Special protections shall be afforded to children, vulnerable populations, and communities exposed to disproportionate informational or technological influence.


Article 5 — Ethical Governance of Intelligence Technologies

  1. States Parties shall ensure that emerging intelligence technologies are: (a) transparent and accountable,
    (b) aligned with human rights and ethical norms,
    (c) subject to independent oversight.

  2. Technologies designed to influence attention, belief, emotion, or behavior shall be classified as high-impact systems and regulated accordingly.


Article 6 — Public Health and Social Coherence

  1. States Parties recognize disruptions to the Neural Noetic Network as matters of public health.
  2. Measures shall be taken to: (a) promote psychological and relational well-being,
    (b) mitigate large-scale stress, polarization, and trauma,
    (c) support restorative and coherence-building practices.

Article 7 — Education and Capacity Building

States Parties shall promote education and research that:

  1. Enhances systems literacy and ethical intelligence,
  2. Supports meaning-centered and relational learning,
  3. Develops interdisciplinary expertise in neuroscience, ethics, and collective intelligence.

Article 8 — International Cooperation

  1. States Parties shall cooperate through information sharing, joint research, and policy coordination.
  2. A UN Working Group on Neural Noetic Integrity and Collective Intelligence may be established to support implementation of this Convention.

Article 9 — Role of Contributing Institutions

  1. The contributions of independent research organizations, including EyeHeart Intelligence.Life, founded by Katie Lapp, are acknowledged in advancing conceptual frameworks for neural, cognitive, and noetic integrity.
  2. Such organizations may be invited to provide advisory, research, and educational support to States Parties and relevant UN bodies.

Article 10 — Monitoring and Reporting

  1. States Parties shall submit periodic reports on measures taken to implement this Convention.
  2. Reports shall address legislative actions, technological oversight, public health impacts, and educational initiatives.

Article 11 — Settlement of Disputes

Disputes concerning the interpretation or application of this Convention shall be settled through negotiation, mediation, or other peaceful means of the Parties’ choosing.


Article 12 — Final Provisions

  1. This Convention shall be open for signature by all States.
  2. It shall enter into force following ratification in accordance with UN procedures.
  3. Amendments may be proposed by any State Party.

CLOSING STATEMENT

This Convention affirms that intelligence is a shared human and planetary resource, requiring protection equal to land, water, and life itself.

The future of humanity depends not only on what we know, but on how we protect the networks through which knowing arises.
